About this opportunity
HVRP is an employment-focused, competitive federal grant program intended to enable veterans experiencing or at risk of homelessness to reach their full employment potential and obtain high-quality career outcomes. HVRP is aligned with the priorities set forth by the President's Executive Orders to deliver comprehensive employment services to eligible veterans to assist these veterans in transitioning from homelessness to stable employment and to connect them with high-paying, skilled job opportunities that will shape the workforce of the future. To help address the number of veterans who are homeless or at risk of becoming homeless, DOL/VETS requires HVRP grant recipients to provide services tailored to each veteran's needs using a case management approach. Grant recipients must help connect veterans to supportive services available in their local communities. In addition, grant recipients must also help veterans successfully return to work by providing job training services that support their needs. This can be done by providing direct help or by creating a strong referral system that includes tools, resources, and partnerships that identify, find, prepare, and support veterans experiencing or at risk of homelessness so they can reach their full employment potential. Who can apply
The following U.S. Territories or Possessions are eligible to apply: Puerto Rico, U.S. Virgin Islands, and Guam, as these are the only U.S. Territories or Possessions that have an active Continuum of Care, American Job Center, and a 2025 HUD Point in Time count for homeless veterans. Native American Tribally-Designated Organizations are eligible to apply.State and Local Workforce Development Boards (SWDBs/LWDBs) established under the Workforce Innovation and Opportunity Act (WIOA) are eligible to apply. Faith-based Organizations: Faith-based organizations are encouraged to apply. Those that meet the eligibility requirements may receive awards under this funding opportunity. DOL will not, in the selection of recipients and administration of the grant, discriminate on the basis of an organization's religious character, affiliation, exercise, or lack thereof, or on the basis of conduct that would not be considered grounds to favor or disfavor a similarly situated secular organization. Among eligible applicants listed above, the applicant agency or organization must also maintain a physical location in the proposed Service Delivery Area. Please see Section VI.H. of Veterans' Program Letter VPL 02-26 Homeless Veterans' Reintegration Program Requirements and Functions for more information about the physical location.Any organization whose federal grant was terminated, as described in 2 C.F.R. § 200.340, before the expiration of the period of performance (PoP) established by that grant"s FOA will be ineligible to apply for any HVRP FOA for a three-year period (e.g. FOA-VETS-27, FOA-VETS-28, and/or FOA-VETS 29) following the termination date, unless the termination was due to unanticipated circumstances beyond the reasonable control of the grant recipient (e.g., natural disaster). A termination is defined as an action initiated by either the grant recipient or the awarding federal agency that terminated the grant prior to the conclusion of the PoP.

As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

This notice announces the availability of funds and solicits applications from eligible entities to deliver Brownfields Job Training programs that recruit, train, and place local, unemployed, and underemployed residents with the skills needed to secure full-time employment in the environmental field. Brownfields Job Training Grants fund training programs that strengthen local workforces by preparing program graduates for environmental jobs that support cleanup and revitalization efforts in their own communities. Training may include a range of brownfield-related environmental skills such as the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low-impact development activities; site preparation for green infrastructure installation; and vulnerability assessment and contamination mitigation planning.
