Contract Proposal Builder
See a complete proposal built one requirement at a time, with proof behind every claim.
This page follows one made up small business through a county contract opportunity. We explain what the buyer is asking for, we show you what the business already has, and we flag anything that is missing before it is sent in.
- 1. We explain what the buyer is asking for.
- 2. We show you what your business already has.
- 3. We flag anything that is missing before you submit.
Example only. Every name and number below is made up. BrightPath Facilities LLC and the Harbor County building maintenance contract were made up for this example. This page is general help, not legal, accounting, or contracting advice.
You do not have to know the professional wording. Tell us what happened in your own words, and GrantsRUs will help organize it.
The opportunity
What the buyer is asking for
Harbor County, regular building maintenance (made up example)
- What to send. Two parts. Part 1 explains how you will do the work, 15 pages at most. Part 2 is your price, on the county’s own form.
- What the buyer will use to choose a winner. How you will do the work, how you will run and staff it, similar work you have completed, and your price.
- Required staff. One site supervisor with the qualifications they list.
- Similar work your business has completed. Three references from the last three years, for jobs about this size.
- How to name your files. Your business name, the part number, and the contract number.
- How to send it. Through the county website, by the time given in the contract instructions.
Eligibility check
Is this opportunity worth applying for?
| Requirement | Your status | Why |
|---|---|---|
| Is this the work you already do | Meets requirement | You already do regular building maintenance |
| Do you qualify | Partly meets requirement | You need to confirm your registration is active |
| Do you have enough people | Meets requirement | Six workers, two vans, and current coverage |
| Similar work already completed | Partly meets requirement | Two of your references are ready, the third is not confirmed |
| Is there enough time | Meets requirement | 21 days until the deadline |
| Anything risky | Partly meets requirement | Your supervisor’s qualification still needs a document |
Eligibility needs confirmation. You appear eligible based on the information currently available. Confirm these two items before spending more time on the proposal: your third reference and your supervisor’s qualification. They are tracked as must fix items, not assumed. The issuing organization makes the final eligibility and award decision.

| What is required | What can confirm it | Status |

| Regular maintenance at more than one building | A current contract covering four buildings | Backed up by a record |
| How fast you promise to respond | The company’s own job log for the past 12 months | Backed up by a record |
| How you check your own work | The written inspection checklist already in use | Backed up by a record |
| Supervisor certificate | Not on file | Still needed |
| A third reference for similar work | Not confirmed | Still needed |

What the business originally wrote
BrightPath is a leading provider of world class facilities maintenance with an experienced team committed to excellence and total customer satisfaction. We use best practices and industry leading processes to exceed expectations.
A buyer cannot judge any of this. It does not say how the work gets done, who does it, how it is measured, or anything a past customer could confirm.
How GrantsRUs improved it
How the work gets done. Each building gets a scheduled visit every week and a full inspection every month, using the same written checklist we already use on our current four building contract.
Who does the work. One site supervisor and two workers on each route, with a third worker on call, from our current team of six.
How we check our own work. Finished checklists are filed the same day, and anything marked as failed is checked again before the day ends.
The results and response times we promise. We answer regular requests within one business day and handle urgent ones the same day, which matches our own job log for the past twelve months.
Still needed before submission: Upload the site supervisor’s certification requested in Section L.4 of the contract instructions.
Not sure what this means? GrantsRUs shows you the exact section, explains what document is being asked for, and tells you where you may be able to get it.
Why this answer gives the business a better chance
- Every statement is connected to a record, reference, or document that can prove it.
- The promised response times come from the company’s real work records.
- The answers follow the same order as the buyer’s requirements, making the proposal easier to review.
- The system clearly identifies the missing certificate instead of pretending the business already has it.
Similar work your business has completed
What you can prove and what is still needed
| Previous Job or Contract | How Similar It Is | What Can Confirm It |
|---|---|---|
| Four building maintenance contract, still running | Very close, same work and size | The customer contact is confirmed |
| Two building cleaning contract, finished last year | Somewhat close, smaller job | The customer contact is confirmed |
| A third reference is required by Section L.5 | Not chosen yet | Still needed, and the proposal cannot go in without it |
Price and documents
A checklist, with no prices written for you
- The county price form, filled in by you. We never write a price for you.
- Current insurance certificates, provided by you.
- The county’s legal forms, filled in and signed by you.
- The staff attachment, waiting on the supervisor certificate.
- File names checked against Section L.1 before anything is sent.
We never fill in prices, registrations, special program eligibility, or legal forms for you.
The review and the finished proposal
Did we answer everything
Part 1 answers every instruction in Section L except the staff attachment. That one is a must fix, because the proposal cannot be sent without it.
What makes this business stand out
Same day service for urgent requests really does stand out, because the job log proves it. Calling the team committed does not, so we removed it.
Can everything be proven
Every promise in Section 2 comes from a record. There is no number in the proposal we cannot back up.
What the buyer will grade
- How the work gets done: answered in Section 2.
- How the job is run and staffed: answered in Section 3.
- Similar work completed: two of three references confirmed.
- Price: you fill in Part 2.
Our promise to you
What we will never make up
- Prices, hourly rates, or cost guesses
- Registrations or special program eligibility
- Certificates, clearances, or insurance amounts
- Past jobs, references, or customer results
- Legal forms or statements that you follow the rules
- Any claim that a proposal was sent in or won
If something is missing, we leave a clear note asking you for it. We never guess, and we never promise you a job, a grant, a contract, or an award.
