    VA Health Professional Trainees (HPT) pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. A HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) The Scholarship Track provides funding to establish, or to continue, scholarship for service programs with integrated AI and cybersecurity components (CyberAI). Scholarship recipients must be U.S. citizens or lawful permanent residents and work after graduation in the AI or cybersecurity mission of a government organization for a period of at least the length of the scholarship. The Innovation Track supports projects that enhance preparation of AI and/or cybersecurity professionals. Projects may expand existing educational opportunities, curricula, degree programs, educational pathways, methods and interventions, and partnerships among institutions of higher education, government, and employers. Two statutes authorize this program: 15 USC §7442 (cybersecurity) and 42 USC §18993 (AI). CyberAI SFS aligns with the Executive Order 14277 to prioritize AI within scholarship for service programs. CyberAI is managed by NSF’s Directorate for STEM Education in collaboration with the U.S. Office of Personnel Management (OPM) and U.S. Department of Homeland Security (DHS).

STATEMENT OF OBJECTIVES This Funding Opportunity Announcement (FOA) is to award multiple cooperative agreements to accredited United States (U.S.) two- and four-year colleges and universities (Institutions of Higher Education (IHEs)) to receive and administer scholarship and fellowship funding—provided through the University Nuclear Leadership Program (UNLP) and as administered by the Department of Energy, Office of Nuclear Energy (DOE-NE)—on behalf of selected students attending these U.S. IHEs. The selection of students to receive scholarships and fellowships through the program will occur via a separate DOE-NE process. A.1 BACKGROUND AND OBJECTIVES UNLP works to attract qualified nuclear science and engineering students (NS&E) to nuclear energy professions by providing undergraduate level scholarships and graduate level fellowships. The scholarships and fellowships are focused on two-, four-year, and graduate programs in science and engineering disciplines related to nuclear energy such as nuclear engineering, mechanical engineering, electrical engineering, chemistry, health physics, nuclear materials science, radiochemistry, applied nuclear physics, nuclear policy, radiation protection technology, nuclear power technology, nuclear maintenance technology, nuclear engineering technology, computer science, cybersecurity, nuclear safety, nuclear operations, mechanical and electrical maintenance, and radiation protection. NE’s mission is to advance nuclear energy science and technology to meet U.S. energy, environmental, and economic needs.     U.S. Mission to Zimbabwe

    The U.S. Embassy, Public Diplomacy Section, Harare, Zimbabwe announces an open competition for organizations working with college and university students to submit applications to carry out a project focused on promoting U.S. higher education opportunities for high-achieving Zimbabwean university students. Priority Region: Project activities must take place in Zimbabwe and the United States and be directed at Zimbabwean audiences/participants. Program Objectives: The grantee will work in coordination with the Public Diplomacy Section in support of the 2020/2021 EducationUSA Graduate Opportunity Funds program. This program assists highly qualified students who are likely to be awarded scholarships from U.S. universities but lack the financial resources to cover the up-front costs of applying to U.S. universities. U.S. Mission to Zimbabwe and EducationUSA advisers located in Harare will develop selection criteria and lead the Graduate Opportunity Funds selection committee. Individuals and institutions interested in bidding on this grant must submit a proposal to administer the Opportunity Funds (OFP) of US $75, 000 and manage two phases of the EducationUSA advising process for 2020-2021. The first phase requires coordination and payment for 25 selected prospective students to take standardized tests, application fees, transcript evaluations and other costs. Throughout this phase, the grantee will assist advisers in Harare with logistical support in providing advising sessions for the Opportunity Fund Program students. These sessions will include comprehensive coaching on the U.S. application process, financial awards/aid, personal statements/essays and recommendation letter writing, CVS/resumes, transcripts and equivalencies, and similar subjects related to graduate admissions at U.S. universities. The second phase requires the recipient to manage the travel logistics of approximately 15 students, including visa and SEVIS fees, international airfare, settling-in allowance, and other related expenses. The grantee will communicate with the students and advisers, coordinate visa appointments at the appropriate U.S. consulate, make travel arrangements for domestic and international travel, and coordinate payment to the students of settling-in and other related allowances. The successful grantee will demonstrate an ability to effectively handle funds, coordinate logistics, and finalize payments in a timely manner. Both phases can be managed virtually, with regular web and phone-based counselling sessions for selected Zimbabwean candidates .
